Job Summary
• The Provincial Pharmaceuticals and Supply Chain Coordinator is the lead of the USAID Zambia Integrated Health (ZIH) Project supply chain function at the Provincial level. He/She ensures that the project attains commodity security to support the 95-95-95 HIV objectives and other integrated services. The incumbent shall work closely with other functional leads in the Project, PHOs, DHOs and ZAMMSA to ensure a more collaborative and integrated approach to supply chain management. He/she will drive the agenda for systems strengthening from the provincial to the facility levels.
• He/she will provide oversight over the supply chain team in the province for sustainable product availability, accessibility and accountability.

Primary Responsibilities and Duties
• Provide supply chain leadership to the USAID ZIH Provincial Hub Office
• Draft and implement provincial supply chain strategy that is in sync with the USAID ZIH national supply chain strategy.
• Apprise the Senior Advisor, Pharmaceuticals and Supply Chain on all matters related to pharmaceuticals and supply chain.
• Proactively devise strategies to support any USAID ZIH-driven surges for an uninterrupted supply of commodities during the activities.
• To identify bottlenecks in the supply chain for ARVs and other commodities and devise strategies to mitigate or eliminate the bottlenecks.
• Collaborate with all USAID ZIH provincial team leads for a Project-wide supply chain support.
• Closely collaborate with the Provincial and District Health Offices and ZAMMSA Regional Hubs to ensure steady supply of medicines, laboratory and medical supplies in all SAFE supported facilities.
• Participate in ARVs and other HIV related pharmaceutical supplies’ forecasting and quantification events.
• Conduct biweekly stock status analysis to inform the Provincial Hub
• Manager and Senior Advisor Pharmaceuticals and Supply Chain on the status of the commodity security in the province.
• Work with the operations team within USAID ZIH to ensure service providers have the necessary clinical and non-clinical supplies.
• Work with the IT unit to support GRZ to roll out approved electronic information management system in all USAID ZIH-supported pharmacies.
• Enforce standard operation procedures on the management of pharmaceutical products in all USAID ZIH-supported facilities where ART is being provided.
• Enforce all MoH policies on stock management and dispensation including the use of all registers, both physical and electronic.
• Conduct technical support and supervision to the districts with a focus on systems strengthening.
• Conduct joint quarterly assessment on the utilization and operational status of eLMIS in all supported facilities, document the findings and escalte to eSCMIS for interventions where necessary.
• Conduct joint destination audits for medicines and medical supplies.
• Lead pharmaco-vigilance services among ART beneficiaries in all USAID ZIH-supported facilities and communities in order to achieve desired treatment outcomes;
• Ensure that data between clinics and pharmacies on the use of ARV s and other drugs are synchronized;
• Plan for buffer stock to take care of shortages in pharmaceutical and laboratory supplies including HIV test kits and selected essential drugs;
• Ensure that mobile service teams are well stocked and accountability systems are in place.
• Generate quarterly reports as per USAID reporting requirement.
• Provide targeted mentorship to any USAID ZIH or MOH staff that are handling any elements of Supply chain.
• Any other duty assigned by the Provincial Hub Manager and Senior Advisor Pharmaceuticals and Supply Chain.

Desirable Qualifications and Competencies
• Degree in Pharmacy from a recognized university or its equivalent. a master’s degree in supply chain or equivalent will be an added advantage.
• Registered with the Health Professions Council of Zambia (HPCZ)
• At least 5 years’ work experience in the public health sector. Experience in the NGO set up is preferred.
• Traceable record of providing technical support to the Provincial, District Health and Health Facility levels.
• Experience working with eLMIS
• Ability to lead a team, Good monitoring and supervision skills.
• Traceable experience working in the Public Health Supply Chain Management System
• Strong analytical skills
• Traceable experience in stakeholder’s collaboration and engagement
• Good presentation skills using Microsoft PowerPoint
• Familiarity with proper handling of private information and protocol regarding client confidentiality
• Superior verbal and written communication skills
• Ability to multi-task efficiently and prioritize activities in support of Project goals and deadlines.
