What You’ll Be Doing
Nathan, a Cadmus company, is seeking to hire a Policy Associate, Public-Private Dialogue (PPD) for its USAID Zambia Revenue for Growth Activity (R4G). R4G supports the Government of the Republic of Zambia (GRZ) in its efforts to improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. R4G engages both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the GRZ.
Responsibilities:
• Contribution to PPD Strategy and Work Plan: Assist the PPD Lead in formulating and executing the PPD Strategy and work plans.
• Contribution to Research and Analysis Support the PPD Lead in conducting research and analyzing policy frameworks, regulations, and legislation related to taxation and economic policies, thereby contributing to current and future PPD activities.
• Support in Policy Tracking: Track policy developments concerning domestic resource mobilization (DRM) and public financial management (PFM) across both public and private sectors, to ensure PPD interventions remain current and relevant.
• Assistance in Policy/Institutional Gap Analysis: Identify gaps and institutional bottlenecks within the current tax policy landscape warranting collaborative dialogue and concerted action from governmental and non-governmental entities.
• Support in Capacity Building Initiatives: Assist in executing initiatives aimed at enhancing the capacity of governmental and non-governmental bodies to conduct economic assessments of fiscal issues and engage in advocacy efforts.
• Support in Event Organization: Provide support to PPD Lead in organizing events and stakeholder engagements that facilitate public private dialogue across state and non-state actors.
• Administrative Support: Participate in stakeholder meetings and furnish administrative support to the PPD Lead, encompassing scheduling, note-taking, agenda preparation, and tracking of action items to ensure timely follow-up.
• Adherence to Program Standards: Ensure adherence to program standards in the research and planning and execution of activities.
• Fulfill any additional tasks delegated by the PPD Lead.
Qualifications:
• Two years or more working in an economic policy and tax related role.
• Excellent research skills in both quantitative and qualitative analysis.
• Excellent organizational skills.
• Good verbal and written communication skills.
• Experience working on USAID or donor-funded projects preferred.
• A Degree in Economics, Public Policy or a related field (a master’s degree is preferred).
